We are proud to have made significant and measurable progress in our work toward making UCSF more sustainable.

Over the past three years, UCSF has built significant momentum toward tackling formal sustainability goals in response to UC Regents’ policies.  The Chancellor’s Advisory Committee on Sustainability (CACS) has taken a leadership role in developing a comprehensive sustainability strategy and implementing measures that will help the campus and medical center become leaders in promoting a healthy environment and a sustainable future.

This Annual Report highlights the key accomplishments, activities and challenges of UCSF’s Chancellor’s Advisory Committee on Sustainability (CACS) for Fiscal Year (FY) 2010-2011, as well as plans and goals for the FY 2011-2012.

We have identified metrics of interest to the UCSF community and provide them at this link.  Instead of publishing an annual printed report we have opted to provide this electronic version thus reducing printing, paper use and waste.  In this format, we will continually update this data to show our progress over time.  We have also summarized the work of each of our work groups to show our progress for the past year and will update this annually.  Using the a GHG software solution to track, monitor, model and report all emission sources from electricity, natural gas, commute, business travel, fleet, water, waste, refrigerants and medical gases, we will continue to track our progress over time.  In spite of our increasing square footage with new construction projects, we continue to seek efficiencies and reduce our resource consumption as much as possible.

Some of the key accomplishments and challenges over the past year are highlighted in a detailed summary from each work group.

Zero Waste Work Group

  • To incorporate best practices in recycling, composting, and re-use at UCSF facilities.

UC Policy

  • 50 percent waste diversion by June 30, 2008
  • 75 percent waste diversion by June 30, 2012

2010-2011 Accomplishments
Medical Center Accomplishments:

  • Expanded co-mingled recycling and compost in Operating Rooms and Surgery Department break rooms.
  • Expanded pilot In-Patient Room recycling program to include 8-Long.
  • Converted to 100% recycled content paper towels at all facilities.
  • Expanded comprehensive recycling program practices throughout Osher Center.
  • Implemented micro-fiber mops; Implemented use of micro-fiber rags to eliminate the use of paper cleaning wipes throughout the Osher Center.

Campus Accomplishments:

  • Set up kitchenette food compost program and restroom paper towel composting in: Buchanan Dental Clinic, Lucia Child Care Center, Hunters Point, and the Mission Center Building.
  • Increased the volume of food compost to over 830 tons this fiscal year.
  • Expanded scrap metal recycling program so crafts workers (plumbers, building maintenance workers) now direct scrap metal to recycling; 54+ tons recovered this fiscal year.

FY2011-12 Goals

  • Increase the volume of materials recycled, composted, and re-used by an additional 7%.
  • Complete educational recycling video to train all members of the UCSF community on how to correctly recycle, compost, re-use, and reduce waste.
  • Incorporate the use of The Right Bin training video as part of UCSF annual staff safety trainings.
  • Expand the use of micro-fiber rags to eliminate the use of paper wipes in more buildings.

Climate Change Work Group

Mission - To promote and encourage carbon neutrality in the campus building and leased environmental through energy efficiency and transportation programs

UC Policy - The UCSF Climate Change Working Group was formed to address the policy challenges set forth in the UC Office of the President’s Systemwide Policy on Sustainable Practices:

  • System wide, install 10 MW of renewable energy by 2014.
  • Provide 20 percent of energy needs using renewable resources by 2010.
  • Reduce energy consumption per square foot by 10 percent or more from 2000 level by 2014.
  • By 2014, reduce greenhouse gas (GHG) emissions to 2000 levels.
  • By 2020, reduce GHG emissions to 1990 levels.
  • Develop an action plan for becoming climate neutral as soon as possible.

FY10-11 Accomplishments
UCSF has completed a GHG inventory for calendar year 2010 for reporting to the California Air Resources Board.

The pie chart shows that the vast majority of our GHG emissions come from energy consumption: natural gas use (54%) and purchased electricity (18%). The other major contributor is travel: commuter travel (15%) and airline travel (9%).

UCSF is in the process of revising our Climate Action Plan to identify ways to reduce its emissions.  Since 1990, UCSF has added a new campus, Mission Bay.  This coupled with the growth on Parnassus that we have experienced will make reducing our emissions to 1990 levels by 2020 extremely challenging.

Implementation of the Strategic Energy Plan projects have included infrastructure retrofit or replacement of equipment like air handling equipment and lighting that reduce energy usage and are more efficient.

FY11-12 Goals

  • Join The Climate Registry and have 3rd party verification of 2008, 2009, and 2010 emissions
  • Monitoring Based Commissioning and Short Term Energy Retrofit Projects
  • Draft and finalize Facility Design Standards with energy efficiency focus
  • Complete scope for comprehensive metering plan and update Strategic Energy Plan
  • Install one electric vehicle charging station at a UCSF garage location

Culture Shift Work Group


Beginning FY11-12, the Education/Communication Work Group changed its name to Culture Shift Work Group to be consistent with the six strategic objectives.

Inform, educate and engage the university community and beyond to act more sustainably.

FY10-11 Accomplishments

  • Held a successful 11th annual green event, now called the LivingGreen Fair/Bike to Work Day on May 12.  This event focused on engaging the UCSF community on the UCSF Sustainability Action Plan and its six strategic objectives.  Tables were hosted by the 9 work groups, environmental organizations, government agencies,  and green goods and services ranging from architects to NGO’s offered lead testing of jewelry, toys, and ceramics. Fifty-five vendors and 700 attendees participated.
  • First Annual Sustainability Awards - 26 nominees and four winners in the faculty, staff, and team categories.
  • Bike to Work Day attracted over 800 cycling participants who received lunch and energy station snacks along their route.
  • Co-hosted two films with Food and Water Watch, In Search of Good Food and Paper, and Water and other Sordid Details. 24 attended.
  • Co-hosted three speakers with Physicians for Social Responsibility: Antimicrobial Soaps: Are They Necessary?  by Sarah Janssen, PhD,  Environmental and Public Health Impacts of Nuclear Power, by Bob Gould, MD, and What You Need to Know About Climate Change and Health by Tom Newman, MD. 56 attended.
  • Partnered with UCSF and SFGH libraries for a UCSF Book Drive June 6-17.  Over 600 pounds of books collected.
  • Sustainability website traffic increased from 325 to 984 unique visitors since inception.
  • Implemented Bright Ideas Suggestion website with SOM and MC. 36 suggestions offered to date.

FY11-12 Goals

  • Identify and reward department level representatives for sustainable practices through the LivingGreen brand, certifications, and other venues and events
  • Provide sustainability education at New Employee Orientation through presentation, slide show, video, etc. 
  • Develop and tract sustainability-related operations and maintenance costs.
  • Develop a scholarship fund for students/educators to attend sustainability conferences/seminars
  • Develop more website traffic through collaboration with other sites
  • Utilize Social Marketing to increase traffic to site
  • Collaborate with other social media outlets to increase traffic back to website

    To incorporate best practices in sustainable strategies for new construction and renovation of UCSF facilities.

    UC Policy

    • All new buildings, other than acute care facilities, built to outperform Title 24 by at least 20 percent. Strive for 30 percent.
    • All new buildings to be LEED-NC “Silver“ rating at minimum but strive for “Gold” rating or higher.
    • All laboratories to be LEED-NC “Silver” or better and meeting Lab’s 21 criteria.
    • All new buildings will achieve at least two LEED-NC’s water efficiency credits.
    • All renovation projects over $5 million to be LEED-CI certified.FY10-11

    Procurement Work Group

    Co-Chairs:Dave Kolsom, Campus Procurement, and Greg Van Riper, Medical Center Procurement

    Build economically viable and environmentally preferable purchasing practices in support of the UCSF sustainability initiatives.

    UC Policy

    • For product categories that have available ENERGY STAR rated products, the University will focus efforts on purchasing these products consistent with the needs of UC researchers.
    • For all electronic equipment, the supplier will deliver the items to the University with energy efficient and conservation features enabled (EPEAT labeled).
    • The university will phase out the use of virgin paper and adopt a minimum standard of 30 percent PCW recycled content paper for all office supplies.

    FY 2010-2011 Accomplishments

    • Continued expansion of warehouse-stocking and cross-docking program for high-traffic to lab supplies and janitorial supplies to reduce truck traffic on campus and encourage use of recycled paper (Aspen 30 with 30 percent post-consumer waste recycled content).
    • Expand warehouse cross-docking program to include office supplies to reduce truck traffic on campus.
    • Implement the use of re-usable totes for the delivery of office supplies to reduce the use of corrugated containers.
    • Partner with the University of California, Berkeley to develop shopping capabilities in BearBuy to encourage the selection of greener office supply alternatives.
    • Develop a green purchasing strategy for lab consumables.
    • Worked with two SFSU student teams on Environmental Benefits of Consolidated Distribution


    • Include flags in BearBuy for 3rd party certified green products
    • Include a sustainability scorecard in the RFP review process for contracts
    • Develop EPS take-back program in coordination with collection process

    UCOP Policy
    Each campus and medical center foodservice operation shall strive to procure 20% sustainable food products by the year 2020

    Campus and medical center food service operation shall strive to earn third-party “green business” certifications for sustainable dining operations

    Retail food service facilities may meet the 20% procurement requirement by aggregating the purchases of all retail entities under the jurisdiction of a single operational unit.

    FY10-11 Accomplishments
    Medical Center

    • Peet’s Coffee has expanded into the Moffitt Café and includes fair-trade every day
    • All yogurts served to patient and visitors in the MC are now local (Sonoma) and organic.
    • Expanded composting to the pot-wash room which addresses all department food waste that can be captured for composting.
    • Identify and log sustainable food purchases for inclusion in the report to UCOP.
    • Further increase the amount of sustainable foods purchased in order to meet the UCOP goal of 20 percent sustainable foods purchased by 2020.


    • Going Greener, our post customer compost/recycling program expanded to 100% of food service locations
    • Completed second UCSF’s Sustainable Foodservices Practices report for UCOP May 2011

    FY 2011-2012 Goals

    Sustainable Operations Work Group

    Co-Chairs:  Carlowe Connelly, Campus Facilities Management and Diori Johnson, Medical Center Leaseholds

    To develop sustainable gest practices in the maintenance and operation of UCSF facilities
    UC Policy

    • Develop plan to maintain buildings at LEED-EB certified level
    • Submit one building for LEED certification by June 2008
    • Develop LEED credits for specific building type by July 2009
    • Develop implementation and funding plan for LEED certification of all buildings

    FY10-11 Accomplishments

    • Four staff members received in-depth training on managing LEED-EB projects.
    • Registered Parnassus Campus and Mission Bay Campus as Multi-Building Projects with the US Green Building Council to earn credits towards certification on individual campus buildings.
    • Established a UCSF-wide Green Cleaning Policy, covering both the Campus and the Medical Center, requiring minimum levels of non-toxic cleaning products in custodial cleaning, and minimum levels of recycled content in paper products purchased.

    FY 2011-2012 Goals

    • Complete plan to maintain buildings at LEED-EB certified level or above by July 2012.
    • Submit documentation for LEED-EB certification for three existing buildings; the School of Nursing and the Kalmanovitz Library at Parnassus Campus, and Genentech Hall on the Mission Bay Campus.
    • Submit to USGBC a Multi-Building Project covering the Parnassus Campus, and a second covering the Mission Bay Campus.  A Multi-Building project guarantees pre-approve a number of requirements for any building on the campus to which it pertains.  This will streamline future building certification projects on each of these campuses.
    • Select the next buildings to be submitted for LEED-EB certification.
    • Establish baseline Energy-Star and Labs 21 energy usage profiles for all non-patient care buildings.


    • Number of LEED-EB rated buildings certified.
    • Number of buildings for which energy use baselines are established for future comparison.


    • Difficult to achieve energy savings within existing aging buildings.
    • Energy Star assessments require new calculations for buildings running off cogeneration power plants.
    • Energy Star assessments require new calculations for buildings housing laboratories.
    • Multi building credits require policies and procedures that meet the needs of both campus buildings and medical center buildings.

    Toxics Reduction Work Group

    To incorporate best practices in reducing the use and disposal of toxics in the operations and activities at UCSF facilities. 

    Overview of the work group
    This workgroup was formed in FY11-12 to address efforts to reduce exposure to toxics in the workplace where there is emerging evidence of exposure risk and greener alternatives available.

    Large Academic Healthcare organizations such as UCSF use a range of chemicals to do everything from cutting edge laboratory research; to providing life-saving medications; to cleaning and disinfecting floors and surfaces; to diagnostic testing in labs. While many chemical compounds have beneficial uses that can improve or support UCSF’s mission to advance health worldwide, there are chemicals that can inadvertently affect the health of our patients, staff, students and community.  The Toxics Reduction Work Group recognizes that chemicals can play a significant role in the development of disease and is finding ways to not only increase UCSF’s compliance with chemical regulations and guidelines, but also go beyond those regulations to develop a framework for choosing safer chemicals where possible.

    FY10-11 Accomplishments

    • This workgroup had not been formed until FY11-12 and have no accomplishments to report.  This work group was created to address efforts to reduce exposure to toxics in the workplace where there is emerging evidence of exposure risk and greener alternatives available.

    FY11-12 Goals

    • Adopt an institution wide Green Cleaning policy targeting 100% compliant products.
    • Development a LEED compliant Integrated Pest Management Policy for institution-wide adoption in order to reduce accidental, or long term exposure to toxics.
    • Develop an institution wide policy to apply guidelines and specifications of Environmentally Preferable Purchasing to all major, strategic and critical purchasing decisions.

    Conserve the use of potable water, minimize wastewater generation and implement non-polluting practices to protect natural water resources.

    UC System-wide Sustainable Practice Policy Regarding Water Conservation

    • Green Building Design
      • All new building projects will achieve at least two points within the available credits in LEED-NC’s Water Efficiency category
    • Procedures
      • Campuses shall also coordinate with local water districts in efforts to conserve water and to meet reduced water use goals of the local districts
    • Environmentally Preferable Purchasing (EPP) Practices
      • For product categories where ENERGY STAR®-rated or WaterSense® certified products are available, the University will focus its procurement efforts only on products with an ENERGY STAR® rating or WaterSense® certification, consistent with the needs of University researchers, faculty, and staff.
      • The University will use its Strategic Sourcing Program to negotiate better pricing and inclusion in the University’s market basket for products that are certified through the US EPA’s ENERGY STAR® and WaterSense® programs.
      • The University will engage with the ENERGY STAR® and WaterSense® programs to continually press the market for greater energy and water efficiency for the products and services regularly purchased by the University.
      • For all electronic equipment, the supplier will deliver the items to the University with energy efficiency and conservation features enabled and campuses will work to ensure that features remain enabled

    • Establish a quantifiable water use reduction goal for UCSF
    • Develop initiatives to identify retrofits opportunities and occupant education on water conservation
    • Partner with Culture Change Work Group to promote occupant education
    • Partners with Green Building Work Group to ensure new buildings, major and minor renovations incorporate water conservation and waste water minimization designs, systems and fixtures, and adopt best management practices for water conservation
    • Where applicable, we will work on policies that could be used to promote water conservation
